Job Announcement


Serves as a technical expert in the management of large scale highly complex and/or high-profile building construction projects. These projects primarily impact occupied critical structures and associated sub-systems. Manages project identification and development, due diligence, and shared infrastructure. Manages financial and schedule oversight for construction, and handover to operations, including shared infrastructures. Works under the guidance and general direction of the Facilities Management Department Division Director for Design, Engineering, and Construction.

Further duties include:

  • Develops and manages budgets and budget documents for projects.
  • Provides management and supervisory oversight as well as leads and manages assigned branch consisting of multiple teams of high-performing Construction/Maintenance Project Manager I's and II's.
  • Conducts constructability reviews on design documents to ensure proper coordination and compliance with all applicable building, fire, and other regulatory codes.
  • Coordinates design to construction transition efforts across multiple teams and divisions.
  • Ensures effective management and delivery of on-budget, on time completion of branch's assigned projects which meet agency requirements and/or overall county goals and strategic plan.
  • Directs, coordinates, and manages branch's project logistics with multiple agencies, community stakeholders, and project-based matrix organizational teams and resources from a variety of internal and external sources including technical, legal, financial, and other specialty fields.
  • Leads a diverse team of project stakeholders in the successful management of assigned projects using team-based approach and supports project efforts by working closely with other departments/agencies, and organizations to determine more effective processes and tools.
  • Maintains positive relationships with regulatory and process development agencies.
  • Coordinates construction schedules and outcomes with regulatory agencies, senior leadership, state and federal organizations, and all other stakeholders and special interest groups.
  • Appraises and profiles the associated project risks and phasing to maintain continuity of business, mitigating operational impacts and preventing closure of services/building.
  • Identifies, communicates, and manages all issues and risks, and develops implements solutions to correct applicable revisions.
  • Communicates project status to internal and external project team members, stakeholders, and others timely and accurately.
  • Responds to information requests from elected and appointed officials.
  • Is FMD technical expert for coordination, response, resolution of complex construction solutions for existing, occupied, critical commercial structures.
  • Prepares and makes presentations to boards and commissions, as required.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a Bachelor's degree in Urban/Regional Planning, Architecture, Landscape Architecture, Engineering, or a related field, and six years of progressively responsible experience in or affiliated with land planning and/or redevelopment, engineering or architecture, or management of large and complex construction or maintenance projects.

LICENSE/CERTIFICATIONS REQUIRED:
A valid motor vehicle driver's license.

NECESSARY SPECIAL REQUIREMENTS:

  • The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.
  • This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.)
PREFERRED QUALIFICATIONS:
  • 4-year degree from an accredited university with a concentration in construction, engineering, architecture, or business or; minimum of 10 years of experience in construction engineering as a senior construction project manager for complex commercial building construction projects.
  • Comprehensive knowledge of engineering and construction-related processes, as well as industry practices
  • Strong familiarity, understanding, and working knowledge of local (Virginia) government construction procurement requirements and processes.
  • Excellent English communication skills both written and spoken.
  • Experience managing at least 5 direct report construction project managers and 12 to 15 projects simultaneously with a project portfolio value of over $10M simultaneous commercial construction projects.
  • A proven track record (5+ years) of success in positions that required a strong mix of business skills, strategic thinking, and mature business judgment.
  • Strong financial experience in reviewing project budgets, estimates for analysis and accuracy, billing, etc.
PHYSICAL REQUIREMENTS:
Ability to hear normal building equipment and construction alarms and verbal warnings on active construction sites and occupied buildings. Ability to produce handwritten and electronic typed documents. Ability to communicate with others verbally and in writing. Ability to safely climb up and down construction ladders up to 15 feet or more per floor with the potential of multiple floors and able to independently walk up and down stairs for multiple floors and able to independently walk up and down stairs for multi-story buildings of at least 12 stories. Must have dexterity to use hand tools. Must be able to drive motor vehicle. Must be able to physically negotiate rough terrain and typical construction sites to perform field inspections at project construction sites or potential sites for future initiatives. Ability to, access tight spaces, crawl, reach, lift 25 pounds, push 25 pounds, etc. On project sites shall wear personal safety equipment including but not limited to safety shoes, ear protection, safety glasses, and hardhat. The job requires working in all elements, depending on job location, time of year, heat, cold, rain, snow, etc. Specific vision abilities including close vision, distance vision, color vision, and depth perception.
