The Maryland Transit Administration (MTA) is seeking an experienced professional to fill the position of Labor Relations Specialist in the Office of Labor and Employee Relations (OLER). The Labor Relations Specialist will be responsible for providing counseling and guidance to all levels of management, and interpreting MDOT policy as it relates to complex employer/employee relations issues. This position represents the MTA in grievance proceedings, disciplinary actions, and at Arbitrations with the Office of the Attorney General and at the Office of Administrative Hearings (OAH). This position interfaces with the Fair Employment Practice Office, Compensation & Classification Unit, Recruitment and Selection Unit, Employee Services Unit, Finance, DOT and WCI offices under the Department of Safety on matters that impact employer-employee relations. The selected incumbent will be involved in conducting investigations on behalf of management, interpreting cited rules, and policies, and reviewing initiated requests proceeding to a Step Two Grievance Hearing at various MTA locations and MDOT The Secretary's Office (MDOT TSO). The employee will be involved in all aspects of collective bargaining agreements and TSHRS policies and procedures.

The position is located in Baltimore City, Maryland.



Qualifications

MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six (6) years of experience in administrative staff or professional work. Four (4) years of this experience must demonstrate a working knowledge of Federal, State, and local Employment laws, advising and representing management on employee disciplinary appeals and grievances, as well as experience interacting with collective bargaining units, specifically in the area of contract negotiations.**

The ideal candidate will have experience in developing, conducting, and facilitating training in grievance procedures and resolution and disciplinary procedures for both Transportation Service Human Resources System (TSHRS) and collective bargaining employees.


Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

There are no substitutions for the Selective Qualifications noted.

4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures, and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher- ranking commissioned officer on a year-for-year basis for the required experience.
