Description:

Markon is seeking a Facility Manager to support one of its Intelligence Community customers.

Responsibilities:

  • Support the Sponsor in addressing facilities needs and requirements in compliance with local, state, and Federal statutes and regulations as well as Congressional mandates.
  • Draft technical reports, presentations, and other deliverables in support of oversight reports, Congressional mandates, and other briefings or requirements.
  • Draft, edit, and coordinate reports, briefings, or other deliverables in response to congressional mandates and ODNI requirements. Topics include but are not limited to architecture and design, civil engineering, electrical engineering, security engineering, and SCIF construction.
  • Maintain and update policy and other guiding documents and conduct data calls to track and report on facility and space needs or issues across offices and agencies.
  • The candidate shall support the Sponsor in addressing ODNI facilities space needs while ensuring compliance with local, state, and Federal statutes and regulations pertaining to facilities. These include but are not limited to: Executive Order 13327; Executive Order 13693;Americans with Disabilities Act of 1990, Section 508; Public Law 91-596; and the Occupational Safety and Health Act of 1970.
  • Engage with Sponsor Components to move and change office spaces and conduct and manage periodic space surveys.
  • Develop for the Sponsor's review and acceptance cost estimates, facility technical proposals, statements of works, change requirements and project schedules for various facility projects.
  • Assist the Sponsor in monitoring and managing IC facilities, embassies, and other USG properties, to include overseas; this includes managing environmental and energy functions.
  • Research and recommend systemic, integrated, and innovative process improvements to optimize facilities, improve environmental and energy program management, and reduce costs. The candidate shall conduct studies, capability assessments, and gap analysis to identify and address redundancies and inefficiencies.
  • Assist the Sponsor in executing interagency working groups and program reviews. Tasks may include but are not limited to arranging meeting logistics, preparing meeting materials, and taking meeting notes.
  • Manage any required Data Calls for such working groups or program reviews, which may include collecting, analyzing, validating, and presenting results of agencies IC facilities data.
  • Utilize this data to conduct trend analysis to identify any facilities, environmental, or energy deficiencies for the Sponsor's review.
  • Draft reports and executive summaries highlighting key findings and gaps.
  • Draft strategic implementation plans for the Sponsor's review. This includes IC-wide property action plans and strategies and requires reviewing similar IC element's plans to incorporate information into IC-wide plans.
  • Provide an annual consolidated IC Real Property Portfolio Study for IC real property, looking at benchmarks defined by the Sponsor potentially to include: lease costs per rentable square feet, lease costs per occupant, space utilization rates, comparisons of lease practices by IC components, and lifecycle costs of leased versus owned facilities.
  • Conduct other studies of specific facilities-related issues on an as-needed basis.
  • Maintain and update the ARCHIBUS database used as the system of record for IC facilities data, or follow-on database, and ensure data can migrate to other Sponsor databases for data analytics to answer various data requests.
  • Maintain and update the BUILDER database and provide training on the tool to IC consumers to ensure implementation and use of BUILDER across the IC.
Job Requirements

Required:

  • Active TS/SCI with CI polygraph security clearance is required
  • B.S and 4-8 yrs of Exp or MS and 2-6 yrs of Exp for Senior.
  • B.S and 8-12 yrs of Exp or MS and 6-10yrs of Exp for SME.
  • BS and 12-15 yrs of Exp or MS and 10-13 yrs of Exp for Sr. SME
  • Proof of COVID-19 vaccination required.
