Overview

Goldbelt Frontier, LLC is a wholly owned subsidiary of the Alaskan Native Corporation Goldbelt, Frontier places an emphasis on research and development, behavioral health, and medical and technological support services. Frontier is ideally suited to work with the Departments of Defense, Homeland Security, and Health and Human Services. Goldbelt Frontier's leadership offers specific expertise related to medical staffing, behavioral health, and program development CONUS and OCONUS.

Summary:

The Operations Manager will be responsible for overseeing contract administration, providing operational support to internal stakeholders, facilitating project management reviews, and ensuring compliance with company policies and government regulations. This role requires strong organizational skills, attention to detail, and the ability to collaborate effectively with cross-functional teams.

Responsibilities

Essential Job Functions:

    Prepare, administer, and manage contracts, task orders, and subsequent modifications consistent with customer requirements, government regulations, and procurement policies and procedures.
  • Provide administrative operational support to internal stakeholders to ensure contract execution, delivery, and compliance.
  • Facilitate and manage Project Management Reviews and provide support to ensure effective monitoring of contract performance and compliance.
  • Participate in teaming agreements and non-disclosure agreement negotiations.
  • Monitor, review, and resolve contractor issues affecting contractor performance and ensure contractor compliance with legal requirements, company policies, and customer objectives, with a focus on ISO Compliance and monitoring.
  • Provide support and guidance using operational technologies such as R3, Costpoint, Microsoft 365, etc., to streamline processes and enhance efficiency in contract management and PMO operations.
  • Daily communication with the PMO, Accounting, HR, and other functional teams regarding contract negotiation, preparation, and monitoring.
  • Prepare and disseminate information regarding contract status, compliance modifications, deviations, negotiations, and terminations.
  • Provide support to recruitment efforts and assist with onboarding and offboarding activities.
  • Provide business development support for both organic and new businesses, integrating operational technologies for enhanced performance.
  • Ensure any required federal contract flow-downs are incorporated into contracts and maintained throughout the project life cycle.
Qualifications

Necessary Skills and Knowledge:

  • Strong experience with Microsoft Office (Excel, PowerPoint, Word, SharePoint,).
  • Experience with an Alaskan Native-Owned Company a
  • Ability to work in a high volume, task order environment of the Program Management Office
  • Knowledge and experience in support of finance and accounting activities including the validation and reconciliation of invoices and expense reports.
  • Possess a strong working knowledge of ISO certification standards and requirements.
  • Ability to collaborate and effectively communicate with Shared Services, Business Development, and Proposal team to provide operational input to contract development, capture, and execution.

Minimum Qualifications (Education, Experience, Skills):

  • Bachelor's degree in business administration or a related field; OR equivalent combination of education/experience.
  • Minimum three (3) years of experience as Operations Specialist, Contracts Administrator, or a Project Manager.
  • Minimum one (1) year of experience in contracting providing service to Federal Government Customers.
  • Possesses demonstrated experience in, and capability to perform contract administration support services, including assistance with reviewing contract performance, developing contract modifications, investigating reports and offering resolutions of contract discrepancies, and contract closeout.
  • Experience working in a heavy task order environment of the PMO (program management offices).

Preferred Qualifications:

  • College degree in a related field.
  • Minimum of three (3) years of experience in contracting, providing services to Federal clients.
  • Certification in Project Management is a plus.
