Summary

The Health Policy Analyst supports organizational policy, portfolio and performance reporting, and organizational capacity for integrated and on-going planning at PCORI by serving as an expert resource, providing project management and research and organizational policy analyses, and facilitating cross-functional collaboration. The position reports to the Director of the Planning & Reporting Unit within the Planning & Evaluation (P&E) division, under the Strategy, Planning & Outreach (Strategy) department.

The primary objective of this position and unit is to help PCORI speed progress on its mission by facilitating continuous and integrated data-informed planning and organizational policy as well as transparency about how PCORI works to advance the National Priorities for Health through "research done differently." This includes supporting implementation of the PCORI Strategic Plan through leadership and coordination for ongoing development of the Research Project Agenda, refinement or development of evidence-based processes for strategic planning, advancing strategic initiatives and strategic partnerships (in particular those for which the Strategy Department is providing leadership or support), and synthesizing and tailoring portfolio and other information to proactively report on PCORI's activities.

Given the organization-level focus, the unit functions are highly collaborative, with the Health Policy Analyst leading and coordinating unit and organizational-level projects. The Health Policy Analyst supports cross-functional collaboration and bidirectional communication with groups across the organization to effectively support interconnected functions and goals.

Duties and Responsibilities

Organizational Planning & Policy

  • Coordinates across the organization to facilitate strategic plan development, implementation and integration, and organizational goal and priority setting. Monitors ongoing strategic plan implementation and supports integration of collaborative approaches where appropriate.
  • Supports a transparent, responsive Research Project Agenda setting process that identifies high-priority patient-centered CER evidence needs which serve as a focus for PCORI's funding of CER and other activities in line with strategic objectives.
  • Leads or coordinates the development of, and processes or systems for on-going oversight of implementation of, organizational policies with executive, long-term, or strategic importance.
  • Supports organizational capacity for integrated planning through development and management of systems and methods, and supporting organizational culture related to data-informed planning.
  • Produces program, process, or policy analyses to inform the Chief Planning and Evaluation Officer (CPEO), Deputy ED for Strategy and other PCORI senior and executive leaders on strategic options, relevant trends, accomplishments, or projections related to future needs or PCORI performance, as well as to promote efficient and effective project management, process optimization, and successful completion of initiatives.
  • Provides counsel to the P&R Director, CPEO, Deputy ED, and other senior leaders across PCORI on research policy issues, approaches to enterprise-wide strategic planning, and current and alternate approaches for ongoing and emerging lines of work.

Portfolio and Performance Reporting

  • Promotes transparency for, and accountability to, key audiences by synthesizing information from PCORI's learning and analysis activities to respond to inquiries or to proactively report PCORI's performance and progress toward achievement of its mission to a range of external audiences (e.g., the Board of Governors, the Government Accountability Office (GAO), etc.).
  • In close partnership and coordination with the Evaluation and Analysis (E&A) unit, proposes and maintains strategic content to support outreach and PCORI research storytelling for reporting on key aspects of PCORI's funded portfolio and other activities, including through internal and public facing reports, dashboards, narratives, and illustrative examples (e.g., the website, Annual Report, or programming for Annual Meeting, etc.).

Strategic Initiatives and Partnerships

  • Leads or coordinates across PCORI the development, launch, and implementation of emerging activities or external partnerships that accelerate progress on strategic objectives including supporting or leading internal or external work groups, developing materials and tracking progress, facilitating project-specific discussions, and issue explorations within the Strategy department and across the organization.
  • Develops or coordinates the development of summary materials, including drawing inferences, outlining options, and making recommendations to Strategy and/or other leadership that support PCORI decision-making related to strategic initiatives.
  • Represents or provides leadership on behalf of the P&E Division or Strategy Department on cross-PCORI or external committees and working groups related to strategic initiatives or partnerships, as appropriate, including PCORI's mission and key areas.
  • Provide staff support or leadership to committees and major meetings as assigned.
  • Expertise in one or multiple areas relevant to health-related research, planning, policy, and conduct
  • Experience in strategic planning and/or implementation or management of complex initiatives
  • Experience contributing to or driving projects from concept to implementation including development of analyses and recommendations to advise senior leaders of options and their related implications at appropriate points.
  • Experience developing productive and collaborative relationships with colleagues at all levels of an organization and creating inclusive and multi-disciplinary teams to develop and advance processes or systems to execute complex initiatives.
  • Experience managing multiple complex projects concurrently, maintaining project timelines, and balancing shifting priorities within the course of project lifecycles or in response to external factors to successfully manage strategic and tactical needs.
  • Ability to see the big picture, balance priorities and remain flexible and adaptable in a high-visibility environment with frequently shifting priorities or a high degree of ambiguity.
  • Strong professional judgement and acumen aligned with organizational priorities and values.
  • Excellent verbal and written communication skills and an ability to communicate effectively and professionally with a diverse range of people from different scientific and non-scientific backgrounds and education.

Required Skills

Required Experience
  • Graduate degree in public health, health policy, and/or another related research field
  • Masters degree with 7-8 years of relevant experience or doctorate with 5-6 years of relevant experience
  • Additional professional experience beyond the basic requirement strongly preferred.
  • Experience working in complex organizations; familiarity with non-profit and/or funding organizations, especially in the health, health research or health policy sectors, preferred.
