PURPOSE & NEED

The LAC Environmental Support Services Contract II (ESSC-II) is a demand-driven, buy-in, T&M contract procured through the GSA MAS that helps USAID staff in 16 countries and in Washington, DC design and implement more sustainable and impactful programs. ESSC-II will build upon the predecessor contract, currently implemented by EI. Through this position, you will have the opportunity to finetune your strong client engagement and change management skills to help high-performing teams and individuals implement contracted work.

The ESSC-II Senior Operations and Contract Specialist will be a key part of the project leadership team, serving alongside the Project Director to ensure that all project administration and operations run smoothly and effectively. Your remit will include working closely with the Project Director to deliver a successful contract start-up including aligning project-specific planning, budgeting, and reporting tools with EI's corporate tools and systems. With the Project Director, you will oversee and manage the financial performance of the contract, which is a buy-in mechanism. In this regard, you will provide excellent management of core and buy-in funds resulting in easily accessible, clear, and actionable budget information to USAID clients who fund core and buy-in activities, as well as colleagues on the implementation team and subcontractors. You will ensure contract compliance with all USAID requirements, helping the implementing team, including subcontractors, develop and use systems that will support compliance while also delivering tailored, client-responsive services in 16 countries.

You will manage one or more Program Managers and/or Project Coordinators familiar with EI systems and processes. As a Senior Operations and Contracts Specialist, you will also engage with EI's Program Management Unit Service Line to increase the effectiveness of ESSC-II by drawing on company knowledge and resources, and disseminating company best practices, policies, tools, and processes across the ESSC-II implementing team.

You will also engage in company-level processes, such as corporate reporting and forecasting, annual strategic planning, and operations decision-making and support. You will contribute to development of cost proposals and management plans for EI's new business opportunities as feasible.

OBJECTIVES AND DELIVERABLES

The following provides some near-term objectives and deliverables related to this position.

First Three Months

  • Become familiar with Environmental Incentives systems, processes, and tools.
  • Develop a deep understanding of the ESSC-II project (e.g., the scope of work, contractual mechanism, clients, staff, subcontractors) and upcoming priorities.
  • Collaborate with the Project Director to plan the start-up and implementation of the ESSC-II contract
  • establish project-specific financial management tools and practices
  • initiate relationships with subcontractors and the subcontracting process
  • establish buy-in scoping and management processes aligned with work plan, budget, and client needs
  • Establish strong working relationships with the client office(s).
  • Supervise the program management team (comprised of a Program Manager and Operations Associate) and delegate tasks effectively.

First 6 Months

  • Develop, manage, and socialize the use of tools, trackers, and processes related to work planning, budget management, and reporting.
  • Oversee all aspects of recruiting and onboarding, including coordinating new staff orientation.
  • Execute all subcontracts and smooth subcontractor invoicing processes.
  • Ensure quality of financial elements of project, ranging from accuracy of invoices to soundness of project forecasting.
  • Contribute to required initial contract deliverables.
  • Support the Project Director in participating in EI management practices around strategic planning, budgeting, and reporting.

First 12 Months

  • Contribute significantly to performance that results in strong client satisfaction, including Very Good and Exceptional CPAR ratings on the contracts you support.
  • Foster increasingly independent management of core tasks by other members of the ESSC2 Program Management Team.
  • Ensure uptake of critical project management tools, policies, and processes throughout the entire ESSC II team.
  • Support adoption of best practices and improvement of EI program management tools and practices across contracting teams.
  • Contribute to new business, particularly development of Management and Cost approaches.

Ongoing Responsibilities

  • Oversee travel arrangementsin compliance with contract requirements.
  • Coach and supervise other staff, consultants, and partners in the use of EI tools and processes. Serve on or lead Working Groups to create solutions.
  • Closely monitor project expenses, including consultant and subcontractor spending, to ensure contract compliance and accurate and timely coding of time and expenses.
  • Lead accurate and timely preparation of client financial reporting, including invoices, quarterly financial reports, quarterly accrualsreport, and other ad hoc reports as requested by the client.
  • Support and maintainbudget and financial management tools, visualizations, and dashboards, and carry out financial analyses to support management decisions.

BASE STATION AND COVID-19 POLICY

The position will be based in Washington, DC. Environmental Incentives is implementing a hybrid work model in which employees will be required to work in the office approximately two days per week.

Proof of full vaccination against Covid-19 or legally authorized exemption is required for all Environmental Incentives employees working in the United States, regardless of office location or remote work. Selected candidates will be required to provide proof of full vaccination before beginning employment with Environmental Incentives. Full vaccination is defined as 2 weeks after the final dose of the requisite vaccination.

QUALIFICATIONS

Minimum Qualifications

  • Bachelor's degree and nine years of relevant experience or Master's degree and seven years of relevant experience.
  • A minimum of six years of experience managing USAID contracts with total contract value of $20 million or more.
  • Demonstrated budgetary and financial management experience on USAID buy-in contracts, including experience tracking and managing multiple lines of work and funding.
  • Demonstrated administrative experience managing multiple tasks, contracts, consultants, subcontractors, clients, and stakeholders.
  • DemonstratedexperienceinUSGprocurement regulations,practices,anddocumentation.
  • Demonstrated experience building the skills and capacity of other Program Managers to independently complete the full array of Program Manager responsibilities.
  • Demonstrated experience with project start-up and close-out.

Preferred Qualifications

  • Demonstrated experience managing large time and materials contracts with US Government clients.
  • Project management certification.
  • Experience developing project management processes and supporting teams in adopting them.
  • Experience managing one or more professional staff, motivating them to achieve organizational goals, and coaching other team members.

Knowledge, Skills, and Abilities

  • Spanish language fluency preferred, with working knowledge of Portuguese and/or French desired.
  • Excellent client management and communications skills.
  • Demonstrated knowledge of government procurement regulations,practices,and documentation.
  • Demonstrated experience advising corporate teams on risk-based decisions.
  • Ability to collaborate with, listen to, respect, and celebrate the contributions of others, including others of different cultural backgrounds.
  • Strong process management skills and ability to produce quality products as scheduled.
  • Advanced to expert knowledge of Google Suite, especially Sheets, and MS Office suite.
